Fix dead-key behavior by selecting the intended Windows keyboard layout.
If apostrophe followed by E produces é, the active layout is composing accents; the physical quote key is working.
In Notepad, press apostrophe then E, and apostrophe then Space.
Press Windows+Space and read the full layout name.
Choose plain US if accent composition is unwanted, or retain the international layout intentionally.
In Language & region options, remove only layouts you do not use.
